This development follows the earlier surrender of Donald Keeshig, 29, of Toronto, who turned himself in to police at 42 Division in Scarborough on November 9, 2024, facing the same charge.

However, authorities continue their search for a third suspect, Kai Chen, now 30, of Markham, who remains wanted on a Canada-wide warrant for second-degree murder. Police have urged the public to come forward with any information regarding Chen's whereabouts or details about the murder.

Timeline of the Tragic Incident

The shooting occurred on September 24, 2025, around 10 p.m. near Sheppard Avenue East and Brimley Road in Scarborough. According to police allegations, the victim and suspects had attended an establishment together before becoming involved in a physical confrontation. The situation escalated when suspects brandished a firearm and shot Dong.

First responders performed life-saving measures at the scene, and Dong was transported to hospital by emergency run. Despite medical intervention, he died from his injuries on October 19, 2025, nearly three weeks after the shooting.
