Nova Scotia's Defence Leadership

Nova Scotia was among the first to support Canada's bid for the bank, a move that Houston says should come as no surprise. The province is Canada's proud defence leader, with the highest defence spending per capita and home to the country's largest naval base. Halifax also boasts the fastest transatlantic transmissions from Europe via the EXA Express subsea digital cable, essential for secure communications.

Strong Educational and Financial Sectors

Nova Scotia leads in universities per capita, combined with a robust community college network, fostering a highly skilled workforce. The province has one of the strongest financial tech sectors, with five of Canada's top six banks having a presence in Halifax. The Royal Bank of Canada, founded in Halifax, operates an innovation hub there, while Scotiabank also maintains a strong local presence.

Houston emphasizes that the Defence, Security and Resilience Bank requires more than office space; it needs a secure, globally connected jurisdiction integrated with allied systems. Nova Scotia already hosts 13,000 Canadian Armed Forces members and 17,000 aerospace and defence industry workers, with growing numbers supported by over 300 science and technology startups and increased federal defence spending.

Canada has already selected Dartmouth for the first Maritime Defence Innovation Secure Hub and announced a $200-million investment in Canada's first spaceport near Canso. These developments, Houston argues, demonstrate Nova Scotia's readiness to lead in defence, financial services, and workforce readiness, making Halifax the ideal choice for the bank's operations.
