Canadian Forces Commander of Latvia Mission Removed After Military Police Charge
The commander of Canada's military mission in Latvia has been temporarily relieved of his duties following charges brought by military police. The Canadian Forces announced that Col. James Smith was removed from his position after being charged under the National Defence Act.

Lt.-Gen. Steve Boivin, commander of Canadian Joint Operations Command, issued a statement confirming the decision to temporarily remove Col. Smith from his role as Commander Task Force Latvia. "Today, after carefully considering all relevant factors and ensuring procedural fairness, I have made the decision to temporarily remove Colonel Smith from his position," Boivin stated. "This is a decision made to ensure continuity of leadership and the effective conduct of operations while the charge against Colonel Smith proceeds through the military justice system."
Military Police Investigation Details
The Canadian Forces National Investigation Service, part of the Canadian Forces Military Police, has charged Smith with one count of neglect to the prejudice of good order and discipline under Section 129 of the National Defence Act. Brig.-Gen. Vanessa Hanrahan, Canadian Forces Provost Marshal, noted that the investigation began in May 2025 and centers on "the receipt of compensation and benefits, afforded by the Canadian Armed Forces."
Hanrahan emphasized that "as with all judicial proceedings, the accused is presumed innocent until proven guilty in a court of law." She added that "should the charge proceed to prosecution, the member will be tried in the military justice system."
Operational Continuity Maintained
Boivin stressed that the charge against Smith "will in no way affect the accomplishment of Canadian Armed Forces' mission" in Latvia. Lt.-Col. Joel Maley will assume interim command of Task Force Latvia during this period. "We will continue to ensure the same level of service and operational continuity throughout this interim period and into the planned transition in summer 2026," Boivin stated.
Col. Smith will be assigned other duties in Canada while the matter proceeds through the military justice system, though no specific details about those duties were provided. Smith has not publicly commented on the charges or his removal from command.
