The Assembly of Nova Scotia Mi’kmaw Chiefs and the Whale Sanctuary Project have formalized a partnership through a new education agreement, aimed at fostering collaboration on marine science, conservation training, and community outreach related to the proposed whale sanctuary near Port Hilford, N.S.

Details of the agreement

Signed on July 9, 2026, the agreement establishes a framework for joint educational initiatives, including curriculum development, student internships, and public awareness programs focused on whale welfare and ocean conservation. The Whale Sanctuary Project intends to create a seaside refuge for retired orca and beluga whales from captive facilities.

Chief Sidney Peters, co-chair of the Assembly’s Mi’kmaw Rights Initiative, stated, “This agreement ensures that Mi’kmaw knowledge and perspectives are integrated into the sanctuary’s operations and educational outreach.”

Community and conservation impact

The sanctuary, proposed for a 40-hectare site at Port Hilford in Guysborough County, would be the first of its kind in North America. The project has faced some local opposition over environmental and economic concerns, but supporters highlight its potential for research and tourism.

According to the Whale Sanctuary Project, the agreement includes provisions for Mi’kmaw students to participate in marine biology field studies and for elders to share traditional ecological knowledge with sanctuary staff. “This is about building a shared future for marine stewardship,” said project executive director Dr. Lori Marino.

Next steps

The parties will now form a joint working group to implement the educational programs, with initial activities expected to begin in early 2027. The sanctuary itself remains subject to federal and provincial regulatory approvals.
