Digital Transformation Yields Unexpected Benefits

The declaration process through the MyServiceOttawa webpage has allowed the city to collect email contacts for more than 327,000 residential properties. This represents 97.5 percent of all residential properties that currently have email addresses on file with municipal authorities. What began as a compliance mechanism for the vacant unit tax has evolved into a comprehensive digital database that enhances the city's ability to communicate directly with property owners.

Simultaneously, paper mail-outs have decreased by 68 percent, dropping from 225,000 mailings in 2023 to just 81,000 last year. This dramatic shift from physical to digital notifications has saved the municipality more than $100,000 in postage costs annually, creating unexpected fiscal benefits from what was initially conceived as a revenue-generating measure.

The Vacant Unit Tax Program's Evolution

The vacant unit tax was introduced in 2022 to encourage property owners to return vacant units to Ottawa's housing market. The city levies a tax equivalent to one percent of a property's assessed value on residential units remaining vacant for more than 184 days in a calendar year. Since its implementation, the program has generated millions in revenue dedicated to affordable housing initiatives across the city.

Despite initial complaints about the annual declaration requirement, city staff report that "the majority of property owners have adapted to the annual declaration cycle as a routine, with complaints and correspondence dropping by more than 70 percent." The declaration process itself has been streamlined since its launch, with completion time reduced from approximately five minutes to just one minute per property.

Annual Declaration Requirement Remains Firm

Some city councillors had called for a "sunset clause" and comprehensive review of the tax earlier this year after constituents expressed frustration with the yearly declaration mandate. Beacon Hill-Cyrville Councillor Tim Tierney specifically questioned whether the city could implement a "one-time registration" process that would carry over for multiple years rather than requiring annual re-registration.

City staff responded firmly that annual declarations represent a "core requirement" of the vacant unit tax program. They emphasized that "circumstances can change year over year," including tenancy arrangements, permitted occupants, ownership transfers, or short-term rental usage. Staff warned that implementing periodic declarations every three to five years "would likely cause considerable frustration each time," potentially reviving the complaints experienced during the program's initial launch phase.

MyServiceOttawa Portal's Growing Reach

The MyServiceOttawa portal, which launched in 2015, has experienced steady growth in user adoption. By the end of 2022, 42 percent of all property tax accounts were registered with the portal. The vacant unit tax declaration requirement has accelerated this digital transition, bringing thousands of additional property owners into the city's online service ecosystem.

This expanded digital footprint provides Ottawa with enhanced communication capabilities beyond tax administration, potentially facilitating future municipal service improvements and emergency notifications.
