NorthStar and Aurora Complete Estrella, Showcasing Faster Path to Affordable Rental Housing in BC

PRINCE RUPERT, British Columbia — A significant milestone in addressing British Columbia's housing crisis has been achieved with the official opening of Estrella, a new 40-unit modular rental housing development in Prince Rupert. Developed through a collaborative partnership between NorthStar Development and Aurora Housing Society, with support from the City of Prince Rupert and BC Housing's BC Builds program, this project delivers urgently-needed homes with eighty percent offered at below-market rental rates.

Addressing Decades of Housing Shortage

Estrella represents the first new apartment building constructed in Prince Rupert in thirty years, marking a critical response to the city's severe housing shortage. Recent estimates indicate Prince Rupert requires approximately 1,289 new housing units to accommodate workforce growth driven by key local industries including healthcare, port logistics, and education sectors.

The purpose-built rental development specifically targets workers in these essential fields, providing stable housing options designed to support employee retention and community growth. "For many people working in Prince Rupert, finding stable rental housing has been a real challenge," explained Glenn Pollock, Director of Aurora Housing Society. "Estrella helps close that gap by providing safe, functional, and modern homes that support individuals and families who are essential to the community."

Modular Construction Accelerates Delivery

The project showcases how innovative building methods can dramatically shorten construction timelines while maintaining quality standards. Using off-site modular construction, homes were manufactured in a controlled environment before being transported to Prince Rupert for installation.

This approach offered multiple advantages over traditional construction methods:

  • Significantly compressed on-site construction schedules
  • Improved construction efficiency and reduced waste
  • Minimized disruption to the surrounding community
  • Addressed shortages of available local tradespeople
  • Provided greater cost and schedule certainty for developers

"Estrella shows what is possible when innovation is applied to real housing needs and the realities of smaller remote communities," said Jeff Brown, Executive Vice President at NorthStar Development. "By using modular construction, we were able to deliver new rental homes faster and more efficiently, while maintaining the standards expected for long-term rental housing."

Supporting Workforce Stability and Community Growth

The development's substantial affordable housing component directly supports Prince Rupert's economic vitality by making the community more accessible to essential workers. Housing pressures have increasingly impacted employee retention across critical services, creating barriers to sustained community development.

This model demonstrates particular relevance for northern BC communities facing similar challenges, where timely housing delivery and workforce accommodation remain critical priorities. The successful completion of Estrella provides a replicable blueprint for addressing housing shortages in remote regions through collaborative partnerships and innovative construction methodologies.

The project's opening ceremony featured key stakeholders including Harvey Russell from Laxkwalaams Band Council, Gord Wylie, President of NorthStar Development, Mayor Herb Pond of Prince Rupert, and Jeff Brown from NorthStar Development, highlighting the broad community support for this housing initiative.
