Edmonton and the surrounding region have consistently played a pivotal role in ensuring housing supply keeps pace with population expansion. Last year, Alberta recorded over 50,000 housing starts, with more than 21,000 occurring specifically within the Edmonton metropolitan area. As increasing numbers of people choose to make this region their home, the central question has shifted from whether Edmonton will grow to how and where this growth will be accommodated.
The City Plan's Ambitious Housing Targets
Edmonton's comprehensive long-term growth strategy, known as The City Plan, establishes a bold objective: half of all future housing must be constructed within redeveloping urban areas. Achieving this ambitious target fundamentally depends on infill development—projects that utilize existing infrastructure, foster more compact communities, and expand housing options for residents.
Infill development represents a continuation of Edmonton's historical urban evolution rather than a novel concept. Neighborhoods have consistently adapted to changing demographics and population pressures through various means, including lot subdivisions, secondary suite additions, and innovative housing forms designed to meet residents' needs across different life stages.
The Benefits of Strategic Infill Development
Cities naturally evolve toward greater efficiency over time. Infill development serves multiple crucial purposes: replacing aging housing stock, introducing gentle density increases, and broadening the spectrum of available homes within established communities. This approach ensures more residents can access Edmonton's world-class educational institutions, healthcare facilities, recreational centers, and schools—strengthening the city's foundation as a more equitable, accessible, and financially sustainable urban environment.

Key documents including The Way We Grow, the Infill Roadmaps, and more recently, The City Plan alongside the Zoning Bylaw Renewal Initiative have progressively reinforced municipal commitment to infill development. This evolution has elevated targets from 25 percent of new housing in mature neighborhoods to 50 percent of all future growth occurring through redevelopment.

Community dialogue has remained essential throughout this planning process. Successful infill must authentically reflect the lived experiences of current neighborhood residents. This requires acknowledging legitimate challenges accompanying redevelopment—from construction disruptions to concerns about neighborhood character transformation—while collaboratively developing practical solutions. The Infill Priority Actions Plan
Too frequently, infill discussions become fragmented around isolated issues, risking loss of the broader perspective regarding Edmonton's growth trajectory and policy effectiveness in delivering necessary housing. Recognizing this challenge, BILD Edmonton Metro has introduced the Infill Priority Actions plan—a comprehensive roadmap designed to align policies, processes, and partnerships toward realizing The City Plan's 50 percent redevelopment housing goal.
This initiative emerged from extensive analysis encompassing over fifteen years of infill policy review, population growth and housing trend examination, and assessment of concerns raised in public and political discourse. The resulting framework presents twenty-two practical actions focused specifically on enabling small- and medium-scale infill projects that integrate naturally within established neighborhoods. Many actions could commence during the current city council term with appropriate partnership commitments.
Key Focus Areas for Implementation
The plan concentrates on four critical improvement areas: predictability, speed, cost efficiency, and community trust. Specific measures include:
- Streamlining municipal processes to reduce delays and enhance certainty for both applicants and residents
- Improving coordination between housing development and infrastructure planning to ensure growth occurs where support systems exist
- Establishing clearer communication channels with communities regarding where and how infill development will proceed
This collaborative approach between industry stakeholders and community representatives represents a significant step toward addressing Edmonton's housing needs while maintaining neighborhood integrity and quality of life for all residents.
