Windsor Councillor Proposes 10% Parking Revenue Share for BIAs

Windsor city councillor Mark McKenzie has introduced a motion proposing that 10% of parking meter revenue be allocated to the city's Business Improvement Areas (BIAs). The initiative aims to provide a stable funding source for local business districts, supporting beautification projects, marketing, and events that drive foot traffic.

Proposal Details

Under the plan, the share would be drawn from the city's parking revenue fund, which currently generates approximately $2.3 million annually. If approved, BIAs would receive an estimated $230,000 per year, distributed proportionally based on the number of parking meters within each district. McKenzie emphasized that the funding would be supplementary to existing BIA levies and would not increase taxes.

“This is about reinvesting in our commercial corridors,” McKenzie said. “Parking revenue comes from visitors and shoppers, so it makes sense to put a portion back into the areas that attract them.”

BIA Reactions

Downtown Windsor BIA chair Brian Yeomans welcomed the proposal, noting that BIAs have faced financial strain due to rising costs. “A dedicated revenue stream would allow us to plan long-term projects rather than relying on year-to-year grants,” he said. However, some councillors have expressed concerns about diverting funds from other city services.

The motion is scheduled for debate at the July 6 city council meeting. If passed, the program would begin in the 2027 fiscal year.
