Dairy Commission CEO Benoit Basillais Reappointed

Agriculture Minister Marie-Claude Bibeau announced the reappointment of Benoit Basillais as the Chief Executive Officer of the Canadian Dairy Commission (CDC) for a second five-year term, effective immediately. The decision ensures leadership continuity as the dairy sector navigates trade challenges and domestic policy adjustments.

Leadership Continuity in Dairy Sector

Basillais, who has led the CDC since 2021, will continue overseeing the Crown corporation's mandate to balance supply and demand, manage dairy product storage, and support stable producer incomes. His reappointment comes amid ongoing negotiations under the Canada-United States-Mexico Agreement (CUSMA) and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), which have reshaped Canada's dairy import quotas.

Industry Reactions

Dairy Farmers of Canada praised the decision, highlighting Basillais' experience in managing supply management systems. "His leadership has been instrumental in protecting Canadian dairy farmers during a period of significant market volatility," said a spokesperson. However, some consumer advocacy groups expressed concerns about rising milk prices and called for greater transparency in CDC operations.

Policy Challenges Ahead

The CDC faces several pressing issues, including the implementation of new federal regulations on packaging and sustainability, as well as ongoing disputes with trading partners over dairy tariff-rate quotas. Basillais will also need to address the growing demand for plant-based alternatives and the modernization of dairy processing facilities.

In a statement, Basillais said he looks forward to continuing to work with stakeholders to ensure a "stable, predictable, and sustainable dairy industry." The reappointment was made under the authority of the Canadian Dairy Commission Act and follows a competitive selection process.
